BTW your board supports dual channel only in 2-4 and 1-2-3-4 slots according to the manual. With different sticks, like that 8GB and 4GB you've tried, dual-channel won't work. If the above manipulations did not help, try setting the memory to DDR3-1333 or lower and set the timings and voltage according to its SPD spec.

Well you weren't kidding thats one strange problem , task manager says 16gb at the top , then shows 8 as being use able. hmm if both sticks work separately , and you are 100% sure they are in the correct slots , and you have tried every possible slot combination including the exact opposite slots , then there might be some sort of issue with the board or the bios. Now, If you are using two single modules of the same size and were not part of a kit then they will operate as a single module only. Check your packaging of the memory, it should say it on the label. Be careful if it is dual channel. Make sure you place them in the right slots so it can utilize that feature. 4. check the ram speed and specification (new ram and old ram). 5. try to install the windows 10 with your new ram and after that install the old ram and check. 6. wipe the hdd data properly (may be any software crash) and install the windows 10 again. 7. check the new ram any physical damage.

With 32gb, the bios tells me 16gb available and slots 3 & 4 empty. So the cpu can handle at least 16gb. - CPU-Z find the 4 sticks and all the memory that is set up. - I checked MSConfig. No limitation.
